01 - Preheat oven to 350°F and line a muffin tin with 18 cupcake liners.
02 - Sift together flour, cocoa powder, baking powder, baking soda, and salt in a large bowl.
03 - Whisk sugar and eggs until light and fluffy; incorporate oil, milk, and vanilla extract thoroughly.
04 - Gradually add dry ingredients to wet mixture, stirring until just combined; blend in hot water until smooth.
05 - Divide batter evenly among liners, filling each about two-thirds full.
06 - Bake for 18 to 20 minutes until a toothpick inserted in the center comes out clean, then allow to cool completely.
07 - Beat butter until creamy; gradually add powdered sugar and cocoa powder, continuing to beat. Add milk, vanilla, and salt, beating until fluffy.
08 - Generously frost cooled cupcakes with chocolate buttercream, shaping one side into a rounded point to mimic a hedgehog's face.
